          Inform Consuls.

          Repeat to Bangkok, Tehran, Monrovia, Copenhagen, Stockholm, Athens, Christiana, The Hague, Petrograd, Jassy [Iasi], and to Paris who relays Berne, Rome, Madrid, Havre, Tangier and Lisbon.
