Opnav 437. Department will undertake establishment abroad of a total of fifteen naval coastal air stations to be in operation by July first 1918. All stations to be equipped with seaplanes and five of them to have additional dirigible and kite balloon equipment. Where do you recommend placing the stations not previously authorized  13015.
