Simsadus.

Opnav 547.  Several reports received from American vessels engaged in troop convoy would indiacte [i.e., indicate] insufficient convoy force on leaving French ports. In view of increased number of our naval vessels now operating in these waters Department hopes that this matter will receive immediate attention 18028.
