     Commander in Chief Asiatic Fleet1 states that owing to disturbed condition of affairs in Siberia and China he considers it advisable to increase Naval Force on that station. He recommends at least two cruisers of U.S.S. GALVESTON type one flotilla of modern destroyers and replacing of submarines on station by vessels of more efficient type. After careful consideration of foregoing it is recommended that U.S.S. NEW ORLEANS and U.S.S. ALBANY be ordered to Asiatic station but that no action be taken for present regarding destroyers and submarines. 12014.
