Paris, June 7,1919.

My dear Admiral Benson:

     The President1 asks me to acknowledge receipt of your note of June 6th with regard to the 54 officers and 1832 men of the United States Army forces operating in Northern Russia having sailed for Brest, France, and that the remainder will sail for Brest in about two weeks, and stating that you have directed the Commander of the United States Naval Forces Operating in European Waters2 to withdraw the naval forces from the Murmansk region in Northern Russia as soon as the movement is completed. The President asks me to say that this has his approval.
