To  :     Commander U. S. Naval Forces Operating in European Waters

Subject:  Naval Forces in Northern Russia.

     1.   As soon as the movement of evacuating United States troops from Northern Russia is completed, you will consider that the mission of United States Naval Forces Operating in these waters is also completed and will issue the necessary orders withdrawing those forces and employing them for such other duty as you may see fit.

     2.   Keep the Department fully informed in advance of the contemplated movements of the forces thus engaged and inform the Department when these forces have been entirely withdrawn.

     3.   Please acknowledge receipt of this communication.
