Quote reference cablegram September fourth from Chief Naval Operations3 reporting departure MANCHURIA carrying two hundred fifty officers direct for London, I recommend that hereafter no vessels with troops aboard be sent except in convoy period Under no circumstances should troops be routed to London as British authorities deem it too dangerous in English Channel and they will land them at some intermediate point period Therefore all troops passing through England should be routed via Liverpool period Request number of officers on MANCHURIA designated for duty with British forces in England4 Signed Rothers Unquote 20207
