Ocean Facilities Program Office (PC-2/FAC-07)

Based on recommendations of the NAVFAC 68-1 Study, NAVFAC established the Ocean Facilities Program office, PC-2 at NAVFAC headquarters in December 1968. CDR Walt Eager was assigned as the Director and managed the development of the OFP though its formative years until he retired in 1974. The PC-2 Office was staffed by the Director with an additional junior billet assigned to coordinate UCT affairs. A senior civilian was also assigned to manage technical programs.

CAPT's Donovan, Osborn, Wells, and Marshall continued the program development through the 1970's and 1980's. PC-2 eventually became FAC-07 with the program assigned under NAVFAC 09A. The BRAC realignment decision in 1993 reassigned FAC-07 to NFESC. The FAC-07 position (OFP Director) became the Ocean Engineering Department Head for Naval Facilities Engineering Service Center (NFESC), with additional duty to NAVFAC, while also assigned as OIC of the NFESC East Coast Detachment (FP0-1).
