Vice-Admiral Commanding U. S. Naval Forces operating in European Waters
To: Captain Richard H. Jackson, U. S. N.
Representative of the United States Navy Department in France, and senior United States Naval Officer on shore in France.
1. In the discharge of your duties as representative of the Navy Department in France, and as Senior Naval Officer on shore, you will be under orders of the Commander of the U. S. Naval Forces operating in European Waters.
2. You will from time to time – as the necessity arises – confer with the Senior Naval Officer afloat in French Waters.
3. The United States Naval and aviation bases will be under your immediate command.
4. You are authorized to perform such travel from time to time as in your judgment is necessary for the best interests of the service.
