Vice Admiral William S. Sims, Commander, United States Naval Forces Operating in European Waters, to Captain Richard H. Jackson, American Naval Representative to the Ministry of Marine

 CABLE DISPATCH.

TO:  French Ministry of the Marine,

     for Captain Jackson, U.S.N.

THROUGH: Admiralty:  Sent: July 2, 1917.

Present my thanks to Ministry Marine for courtesy extended and protection afforded by French escorts sent to meet troop convoys (stop) I suggest that in future French escort be confined to outgoing transports solely. It is practically certain that enemy has Anglo French Russian wireless codes and hence communication between French escorts and incoming convoys is dangerous.

     SIMS.
