     Number one hundred and seventy three. Referring recent cable from Secretary of State to Ambassador recommending naval conference London,2 Department to be represented by Admiral Mayo,3 am sure conference would result in great benefit all concerned (stop) Admiralty cordially welcomes suggestion. Admiral Jellicoe4 suggests Mayo’s staff be sent week or so ahead (quote) to get the spade work done by the time the Admiral arrives (unquote)
