121 Number one-hundred and twenty-one Referring Opnav eight following after consultation with Admiralty (stop) Admiral Jellicoe agrees principle stated my cable April twenty-four (stop) He is now sending trawlers Arctic coast (stop) He states that Russian situation in confusion (stop) Supplies landed remain on wharves and vessels arriving are delayed (stop) To meet situation as it developes supplies and protection will be supplied as far as possible considering that the same conditions pertain to all areas.
Patrol vessels are urgently needed in all areas, Adriatic, Mediterranean, French Coast, Channel, North Sea, Ar<c>tic and ocean trade routes (stop) With the inadequate number available we must select and concentrate most vital military lines of communication as explained in previous cables.
