NAVAL WAR BOARD,

Washington, D. C., May 4, 1898.           

Dear Sir:

     It is the intention to have upon the coast a patrol fleet, which will, among other things, be charged with the general outlook against enemies cruisers, but it has not been expected that the government will be able to furnish convoys for the coastwisetrade, certainly not for vessels going singly.
