It will be necessary to have a harbor for torpedo boat base. The Nashville is looking for that now.If such can be found, vessel can then be sent to supply coal and water for torpedo boats.
This vessels will have to be relieved at stated intervals to fill with coal.With hurricane season coming on, torpedo boats must have place of refuge.Necessary also for their crews to have occasional rest in security, even when base is secured will have to watch for smooth time to send the boats down there.
