2141 Many transports arriving St. Nazaire and Brest require from two to four days repairs on boilers and engines. Much of this work it appears, was required when vessels left the United States. Repair facilities at our disposal on French Coast are extremely limited and delays and congestion of limited harbor space are considerable. Policy has been to make only such repairs on this side as are absolutely necessary for the vessel to return to United States.
