SENT: May 30th, 1917.              TO: Secretary of the Navy.

THROUGH: State Department.

     Important that American merchantmen particularly those carrying valuable cargoes should be furnished with signalmen familiar with semaphore and flashlight (stop) Our destroyers have experienced trouble in communicating with American ships encountered in war zone but have no trouble with British ships (stop) Steps should be taken to inform British Admiralty of sailings of American merchantmen in order that their arrival in war zone may be expected (stop)
