Source Note: CCy, DNA, RG 45, Entry 517. The recipient is not given, however, Oliver was the governor, having been appointed to the position on 20 April 1917. The United States completed purchase of the islands on 31 March 1917, paying Denmark $25,000,000 in gold. The Navy was named to administer these strategically-located islands that the Germans were thought to covet. See, William G.
