The transmission of signals in the Squadron is extremely inefficient. There is not only great inconvenience and delay, but the fact is very much to our discredit.
It is necessary from every point of view that this should be remedied. Care will be taken hereafter by intermediate ships to at once repeat any signal, about the receipt of which by the ship signalled there is any doubt.
Care will be exercised also to maintain the blockading stations assigned,1 and even when coaling to keep well up to the line. The Spanish squadron must not be allowed to get out of Santiago.
