     1:07 pm. Headquarters U.S.Force,near San Juan River,

                                           Cuba, 4.

              I regard as necessary that the Navy force an entrance into the harbor Santiago not later than the 6th instant and assist in the capture of the place. If they do I believe the place will surrender without further sacrifice of life.
