One of the strongest proponents of war against Great Britain in the 1812 Congress, Henry Clay (1777-1852) sought to protect the rights of western territories in the peace negotiations.  In later years, he ran for President of the United States several times, most notably against John Quincy Adams in 1824 and Andrew Jackson in 1828, but never won.
