During World War I, the United States recognized a need for wider intelligence gathering efforts.  The Office of Naval Intelligence expanded into domestic security operations to prevent enemy infiltration and sabotage.  It also issued newly developed tools that made use of the information gathered, such as this poster, which was used to identify enemy ships at sea.
