132– Admiral Sims sent a cable through the State Department on the twenty first of May, to this effect.1

The principle of convoying merchant ships in accordance with general plan is approved of by the Admiralty.

The British would like to know if we could provide cruisers for all convoys leaving New York harbor. They are willing to convoy all ships from Hampton Roads. Be so good as to reply to this cable.2 19025,
