Allied Naval Council secret paper number 240 approved2 but in my opinion it is unnecessary to wait until peace is declared to sweep channel ten miles wide to the eastward of the Orkney Islands and similar channels to westward Norway, I see no reason why sweeping of all mine fields should not be undertaken at once in accordance with this paper. 123526 206
