A day of routine. Cabinet meeting in the morning, at which nothing occurs. Continued rumors confirming the notion that the Spanish fleet is shut up in the Harbor of Santiago de Cuba. But, strangely enough, not a single Naval Officer has yet reported having seen that fleet on this side of the Atlantic, Although one of its torpedo boat destroyers was seen at one time in the Port of Martinique.1

     In the evening, Helen and I call upon the President.2
