TELEGRAM

Washington, July 17, 1898.       

     Before answering your telegram of the 16th,1 we wait advices as to the plans of the Army expedition to Porto Rico. Port Nipe, Cuba, is suggested as good rendezvous for the Commanding General of the Army2 transports and those from Tampa to meet in. The Secretary of War3 has telegraphed Miles with instructions to show telegram to you. Department’s recent telegram to you, as to taking possession of Port Nipe, Cuba, should be executed with dispatch.
