The second Billow (Id. No. 1704), a yacht trawler constructed in 1912 at Quincy, Mass., by the Fore River Shipbuilding Co., was chartered by the Navy from the Boston based Bay State Fishing Co. on 13 June 1918 and was commissioned at Boston on 29 June 1918, Ens. David L. Haskell, USNRF, in command.
Fitted out as a minesweeper, Billow was assigned to the 1st Naval District section patrol and operated in the Boston area through the end of World War I. On 30 November 1918, the trawler was decommissioned, her name was struck from the Navy list, and she was returned to her owners.
