Interview with Dr. Collins, Former Manager, Coordinator of the Navy's Personnel Research, Development, Test and Evaluation Program in the Office of the Chief of Naval Operations (OP987-F), as part of a series of interviews for the Navy Laboratories Oral History Program (Development of Navy Personnel R&D Phase).  Topics discussed include:  his service as the Behavioral Science Advisor to the Assistant Secretary of the navy for research and Development and his role in the managerial process which led to the establishment of Navy Personnel Research & Development Center (NPRCD) in San Diego; his contributions to the personnel R&D program; his perspective of Navy Human Resources RDT&E over the 20+ years of his association with it.
