Description: Is congratulated by Rear Admiral Randall Jacobs, Chief of Naval Personnel, upon her promotion to the rank of Captain, 13 November 1943. She was promoted under the provisions of the new Women's Reserve Bill passed by Congress earlier in the month. Official U.S. Navy Photograph, now in the collections of the National Archives.
