Caption: R-3, the third submarine to be built for the Peruvian government at New London, Connecticut, was launched on 21 April 1928. It was christened by Mrs. Howe, wife of Admiral A.G. Howe, Chief of the U.S. Naval Mission to Peru. The R-3 is a Holland type.
