This painting depicts the San Diego submarine base, with subs and tenders at the pier.  Submarine tenders are supply vessels for submarines.  Because submarines are limited in the amount of food fuel, torpedoes, maintenance equipment, and other supplies they can carry, tenders transport these materials to them on a periodic basis.
