During World War I, Captain Hughes commanded USS New York, one of the ships assigned to the Sixth Battle Squadron of the British Grand Fleet.  In the late 1920’s he served as the Fourth Chief of Naval Operations, trying to preserve the Department’s strength during the post-war “Treaty Navy” and the onset of the Depression.
