Promoting global security through international cooperation, Admiral Mullen supported the “1,000 Ship Navy,” which would be a “free-form, self-organizing coalition of partners.”  More than a number, the effort would make effective use of the best resources of coalition members in the places they were needed.  In this image, USS John C.
