     Assistant Secretary Roosevelt1 leaves for London December 28th under Secretary’s orders to have direct charge of the concluding of business arrangements arising from Naval activities in Europe. He will determine upon the plan for disposing of Naval material abroad or for its return to this country. Operations has been directed to furnish him with communications regarding this matter and also information as complete as possible regarding any special action which may be involved in this demobilization. This data is being prepared. Please inform Sims.215016.
