The Board recommends that the following telegram be sent to Admiral Sampson.1

Pres. of the Board.

 

          You will, without delay, coal the Iowa, Oregon, Newark, Dixie and Yosemite, and placing them under the command of Commodore Watson,2 direct him to assemble them at once at St. Nicholas Mole, where he will receive further orders from the Department.
