Title: Insignia: Officer in Charge of Construction, Republic of Vietnam
Caption: This emblem was adopted in 1963, the Vietnamese "Year of the Dragon," following a design contest among employees of the OICC graphic arts section. Miss Thanh, a Vietnamese employee, provided the winning design. The emblem features a disk emblazoned with the oak leaves and acorns of the Naval Civil Engineering Corps. The disk is surrounded by a fierce and protective dragon. According to Vietnamese tradition, the "Year of the Dragon" brings luck to any new undertaking. The dragon, therefore, is a fitting symbol for the success of OICC in Vietnam.
