Caption: Dr. Hayes was the first superintendent of the Sound (later Acoustics) Division of the Naval Research Lab and held that position for 24 years. He was instrumental in the lab's development and improvement. He was the first to accumulate any substantial amount of experimental data at sea. He guided NRL studies of the effects of ocean temperature on sound propagation; he developed the earliest standards of absolute calibration of underwater sound transducers; he was the first to make use of Rochelle salt for high-power generation of sound under water. One of the two operational sonar equipments the Navy was using at the outbreak of World War II was designed and produced under his supervision. USS HAYES (T-AGOR-16) is named in his honor.
