Caption: General Order Number 490, the publication of a letter from Admiral Sir Lewis Bayly to Assistant Secretary of the Navy Franklin D. Roosevelt. Admiral Bayly commends Mr. Roosevelt for allowing American naval ships to be put under British command during World War I and he praises the skill and cooperative spirit of the American officers and men. Secretary of the Navy Josephus Daniels added a comment about the pride and gratification this letter gave to the entire naval service.
