Secretary of the Navy John H. Chafee congratulates newly commissioned Ensign James Ealy from Palestine, Texas, after Ealy was sworn into the Navy following graduation with honors from Prairie View A & M College. Thirteen seniors were members of the first graduating class from the college in 1970.
