14^th Chief of Naval Operations: August 17, 1953 – August 17, 1955

Admiral Carney served as CNO in a period when the Department of Defense was trying to sort out the responsibilities of the civilian service secretaries, the service military leaders, and the Joint Chiefs of Staff.  Carney remained assertive in protecting the independence of the Navy.
