Was born in New Hampshire and entered the US Naval Academy, Annapolis Maryland, class of 1881. He was honorably discharged as a naval cadet on 30 June 1883, under an act of Congress of 5 August 1882 which was a result of no naval ships suitable for war and no need for officers to man them. Due to the Spanish-American War however, he was reappointed to the rank of lieutenant on 23 April 1898. He was discharged as a lieutenant on 28 October 1898. From 1921-23 he served as Secretary of War. He died on 12 July 1926 at the Lancaster Naval Hospital.
