Caption: Rear Admiral William Thomas Sampson U.S.N. Who served as president of the board that investigated the sinking of The U.S.S. Maine in Havanna Harbor. He was also in command of The North Atlantic Squadron during The Spanish American War. His flagship was The U.S.S. New York, the report of the court of inquiry favored him over Schley. Born Palmyra, New York 9 February 1849. Acting midshipman 24 September 1857, midshipman 1 June 1861, Lieutenant 16 July 1862, Lieutenant Commander 25 July 1866, Commander 9 August 1874, captain 26 March 1889, commodore 3 July 1898, rear admiral 3 March 1899 and died Washington DC 6 May 1902.
