To counter the growing strength of the Soviet Union’s navy in the face of fleet reductions at home, Admiral Moorer wanted Navy ships equipped with the most advanced technology of utmost importance.  This included nuclear propelled ships, improved aircraft, upgraded missile systems, modern tracking systems.
