4994. My 4879.1 After further consideration of entire situation I consider that we would be warranted in assuming certain risks in still further reducing our reserve supply of major caliber guns in order to assist Army to maximum possible extent. I there recommend a reserve supply of two guns for each battleship in European waters and that any surplus of guns be made available for Army. 184517 4994
