To:   The Secretary of War.

SUBJECT: New York Navy Yard:- Re Army cargo and animal transports, quarters for commissioned naval officers on board of.

     In view of the fact that the Navy Department is furnishing Armed Guards to all Army cargo and animal transports and that each such guard will be commanded by a commissioned officer of the Navy, it is requested that suitable quarters in accordance with his position next after the master of the vessel be appropriately designated for the armed guard commander on each of these vessels.
