     Following received from Admiral McCully quote Arrived Mourmansk February 23rd. While at Archangel visited railroad front and consider situation of Archangel forces precarious. About beginning of April headwaters of Dvina open up, releasing enemy Naval Forces of considerable strength with six inch guns mounted afloat, while Allied Naval Forces will remain frozen in for another month. Enemy’s land forces outnumber ours three to one, he has lately showed himself bold and confident and if he makes a determined effort we will meet disaster. Only heavy reinforcements of reliable troops can make the situation secure. For subsequent operations on Dvina River recommend that twelve submarine chasers with tender be sent, as vessels drawing over seven feet cannot operate in this river. Vessels of submarine chaser type can operate in all interior waterways of Russia from the White Sea to the Caspian. Unquote. Strongly recommend approval. Will hold twelve submarine chasers for this duty unless otherwise directed. In case chasers are not to be held, request that I be promptly informed as these chasers must be selected from those now under orders to return to the United States and are practically ready to sail.     130725.
