Title: Allied Naval Council, Rome
Caption: Formed in January of 1918, the Allied Naval Council consisted of the heads of the French, British, Italian, Japanese, and American navies. It was entrusted with oversight of the war at sea. This photograph, taken from the papers of Lieutenant Commander Charles R. Train, United States Naval Attaché in Rome, shows an early meeting of the Council in February 1918.
