The Board recommends that the following telegram be sent to Admiral Sampson.
Rear Adml., Pres. of Board.
You will prepare a letter to Commodore Howell turning over to him the command of the North Atlantic Station, during your absence, giving him an account of the stations and duties of the vessels of the fleet, with copies of unexecuted orders. Have a vessel ready to send to him with these papers the moment you are ordered to proceed on new duty assigned.
