Sir:
The Board recommends that a blockade be proclaimed of all ports on the south side of Cuba between Cape Cruz and Cape Frances, including the Isle of Pines and vicinity, as soon as the Department hears from Admiral Sampson1 that he will have vessels disposable for that object.
