     S i r:

          In accordance with the recommendations of the Naval War Board,1 the MONTEREY will probably be ordered to Manila, as soon as the PHILADELPHIA is ready to convoy her. A collier will accompany them. The Department desires the MONTEREY filled with coal and stores and ready for sea at the time indicated. It is not considered advisable that any information concerning this contemplated movement should be made public.
