Hong Kong, June 6, 1898.

Washington.
Cavite, June 3rd. Receipt of telegram of May 26th is acknowledged,1 and I thank the Department for the expression of confidence. Have acted according to the spirit of Department’s instructions therein from the beginning, and I have entered into no alliance with the insurgents or with any faction. This squadron can reduce the defenses of Manila at any moment, but it is considered useless until the arrival of sufficient United States forces to retain possession.2
